The Maharashtra government’s decision to implement the three-language policy from Class 1, introducing Hindi or another Indian language as a third subject alongside Marathi and English, has stirred a wave of concern across the state.
While the government says the move aligns with the National Education Policy (NEP) 2020 and includes flexibility—Hindi is now optional, with a 20-student threshold—many believe it’s too much, too soon.
“At age six, children are just beginning to gain fluency in reading and writing,” said a parent from Mumbai. “Introducing a third language, especially with a different script, adds significant cognitive load at a sensitive stage of development.”
Neha Khilwani, a Delhi-based psychologist, says that children at this age are very capable of learning new languages; they pick up much faster than older children or adults. That being said, it is also important to exercise choice and not generalise whether a kid should learn 3 languages or not. It is highly subjective to choice, absorption capacity, and interest. When given a choice, they are more likely to be receptive and less under pressure. They then pick the subject out of real interest and not compulsion. One way NEP 2020 could work for these young kids is to help them explore various creative activities that set a tone for their personality development and encourage them to develop real-world interests.”
Despite the opposition, Chief Minister Devendra Fadnavis reiterated that the policy is NEP-compliant and not mandatory for Hindi specifically. “We’re offering a choice, not forcing a language. Marathi remains compulsory.”
As schools adjust schedules—reducing art and sports periods to make room—and await textbooks, the debate continues over what kind of multilingualism truly supports young learners.
